The Cabinet of Ministers of the Republic of Azerbaijan has adopted a number of important decisions aimed at regulating certification processes in aviation services.

 

Regulations on the Certification of Organizations Providing Maintenance Services for Civil Aircraft

 

On February 25, 2025, by Decision No. 47 of the Cabinet of Ministers of the Republic of Azerbaijan, the "Regulations on the Certification of Organizations Providing Maintenance Services for Civil Aircraft" were approved.

 

Organizations performing technical maintenance in the aviation sector must comply with a set of fundamental requirements. First and foremost, it is essential for the organization to have the necessary equipment and tools to provide maintenance services. These equipment and tools must comply with state, regional, and international standards, be regularly calibrated, and maintained in operational condition.

 

Proper management and storage of technical service-related information are of great importance for the organization. The organization must continuously update and maintain all required technical data for use. Additionally, in the planning of technical services, all necessary resources—personnel, equipment, materials, and technical means—must be taken into account. The human factor is also crucial in work planning; risk factors such as fatigue should be assessed and mitigated.

 

Organizations may only provide maintenance services for approved aircraft and components and are responsible for ensuring their compliance. After the completion of maintenance services, a release-to-service certificate must be issued, which can only be approved by an authorized person. Before issuing the certificate, all maintenance work must be verified for accuracy and completeness.

 

As part of the certification process, the organization must maintain all documents and records related to technical services. These records must be inspected by the relevant inspectors responsible for issuing certificates and ensuring flight safety. Such information must be stored for a specified period; for example, data related to the release-to-service certificate must be retained for at least three years.

 

Additionally, in the event of any aviation incident or serious occurrence, the organization must immediately notify the relevant authorities and take necessary steps for investigation. This is essential for ensuring flight safety.

 

When organizations delegate part of their technical service activities to contractors or subcontractors, it is crucial to thoroughly verify their compliance with relevant safety requirements. While managing subcontractor activities, the organization must consider all flight safety risks and implement appropriate risk management measures.

 

A recognition certificate can only be issued by the relevant aviation authorities. To obtain this certificate, the organization must submit specific documents and undergo an inspector’s examination. The certificate is valid for two years, and the organization may apply for its renewal upon expiration. If the recognition certificate is lost or damaged, the organization must request a duplicate.

 

All these requirements are essential to ensuring the safe and efficient operation of aviation. Compliance with these regulations guarantees that all aviation activities adhere to high standards and maintain flight safety.

 

Regulations on the Certification of Organizations Managing the Airworthiness of Civil Aircraft and Their Components

 

On February 20, 2025, by Decision No. 38 of the Cabinet of Ministers of the Republic of Azerbaijan, the "Regulations on the Certification of Organizations Managing the Airworthiness of Civil Aircraft and Their Components" were approved.

 

The certification of organizations responsible for managing the airworthiness of aircraft is crucial for ensuring civil aviation safety. These organizations must operate in accordance with the legislation of the Republic of Azerbaijan and international aviation standards. The certification process confirms an organization's compliance with safety requirements and grants it the right to prepare aircraft for flight.

 

The certification process begins with the organization's application to the Civil Aviation Agency. Based on the submitted documents, the organization undergoes an inspection to determine its compliance with relevant safety standards. During the certification process, the organization’s operations, staff qualifications, equipment used, and adherence to safety procedures are evaluated. If all requirements are met, the organization receives certification and is authorized to carry out relevant aviation operations.

 

Additionally, subcontractors are frequently engaged in civil aviation. Subcontractors are companies that perform part of the work or provide services on behalf of the main organization. In this case, the main organization must oversee the certification of subcontractors and ensure that their activities comply with safety requirements. If subcontractors meet the required standards, they can be included in the main organization’s certification process.

 

Organizations must also conduct regular internal audits to maintain a high level of safety in operations. Certification is granted for a specific period, after which renewal is required. Upon expiration, the organization undergoes a new inspection, and if compliance is confirmed, the certification is renewed.

 

This process also includes verifying the compliance of subcontractors with safety requirements. Subcontractors must hold the necessary certification and adhere to the safety regulations established by the main organization. If the certification is lost or damaged, the organization must immediately apply for its restoration.

 

Thus, the certification of organizations involved in aircraft airworthiness management plays a vital role in ensuring not only the safety of the main organization but also that of subcontractors, thereby contributing to the overall safety of civil aviation.

 

Regulations on the Certification of Organizations Providing Training to Flight and Cabin Crew, and Instructors Assessing the Knowledge and Skills of Flight and Cabin Crew

 

On February 19, 2025, by Decision No. 27 of the Cabinet of Ministers of the Republic of Azerbaijan, the "Regulations on the Certification of Organizations Providing Training to Flight and Cabin Crew, and Instructors Assessing the Knowledge and Skills of Flight and Cabin Crew" were approved.

 

The certification of organizations that train aviation personnel, including aircraft crew, flight simulators, and instructors, plays a key role in ensuring the safety of air transport. According to the relevant legislation of the Republic of Azerbaijan and in compliance with the International Civil Aviation Convention, these organizations must meet the established requirements.

 

One of the main requirements for the certification of training organizations is their compliance with applicable laws. Organizations must meet all requirements in the areas of safety and compliance and have an effective management system in these fields. All equipment and materials used in the training process must meet international standards, and flight simulators should be designed to simulate real conditions. It is essential for instructors to be highly qualified and experienced, as well as regularly certified and improved.

 

The certification process is carried out by the Civil Aviation Agency of Azerbaijan. This process evaluates the quality of the training, the compliance of materials and methods used, adherence to safety regulations, and issues the corresponding certificate. Additionally, in the case of any changes, such as changes in the organization's leadership or updates to safety policies, the Civil Aviation Agency must be informed.

 

Training organizations must also document all training processes and retain these documents for five years. Adhering to these requirements contributes to increased safety in the aviation sector and helps ensure the high-level preparation of specialists.
